Yavapai County Strategic Plan

On September 17, 2025, the Board of Supervisors adopted the Yavapai County Strategic Plan. This plan has 5 priority areas including infrastructure, water & open space, public safety, housing & regional economic development, and good governance. Within those priority areas are 11 strategic goals in total.


Infrastructure

  1. To provide the services our residents deserve through adequate professional space, Yavapai County will construct and/or remodel the following:

    a. So that rural residents can efficiently access quality County services, by July 1, 2027, Yavapai County, informed by the Rural Services Study, will establish service delivery facilities in targeted rural areas.
    b. By July 1, 2027, Sheriff’s Administration Building
    c. By July 1, 2028, Commerce Drive Building
    d. By July 1, 2029, Gurley Street Building
    e. By July 1, 2030, Fair Street Building

2. By July 1, 2028, in collaboration with our partners, the County will improve the commuting experience for residents and visitors alike.


Water and Open Space

  1. The County will work with a group of key partners to develop strategies and goals to positively impact water resources and open space by July 1, 2026.
  2. By July 1, 2027, the community will experience the completion of a plan for open space.

Public Safety

  1. By July 1, 2027, through cooperation with our municipal partners and other organizations, the County will work to develop a regional approach to 911 emergency communications.

Housing and Regional Economic Development

  1. By July 1, 2027, through code updates, active partnerships and advocacy, the Yavapai community will experience a reduction in the current housing deficit and improvements in economic development.
  2. By July 1, 2028, through a regional economic development approach, Yavapai County in conjunction with its partner communities, agencies, and the private sector, will work to increase the number of quality jobs through the recruitment of targeted industries, subcontractors, small businesses, and entrepreneurs.
  3. By July 1, 2027, in collaboration with our partners, the County will work to leverage transit for economic development and tourism and improve the experience for residents and visitors.

Good Governance

  1. Beginning July 1, 2025 and going forward, the people of Yavapai County will experience enhanced transparency, communications, and community engagement.
  2. In order to accomplish the goals in the County Strategic Plan, deliver quality services in the face of increased demand, and prevent the diversion of property tax revenues and further depletion of the General Fund, by July 1, 2027, special funding will be increased to fully pay for jail operations.
  3. In order to accomplish the goals in this Strategic Plan and be a good steward of taxpayer resources, by July 1, 2026 Yavapai County will develop a financial plan to address:

    a. Structurally Sound Budget
    b. Capital Needs
    c. Roads
    d. Compensation Strategy
